Comprehensive support to schools in the context of improving the quality of education: the "50 Successful Schools" project

Quality of education is a key factor that have impact on development of the state, the prosperity of society, and the well-being of citizens. The results of numerous academic research have proved that the most important factor influencing the quality of education is the teacher. The influence of teachers on the quality of education is higher than other factors such as infrastructure, educational programs, teaching resources, socio-economic status of students. In addition, studies also revealed that role of principals significant in improving the quality of education at the schools with low performances. Therefore, it is important that significant share of investments in education should be allocated to development of teachers and leadership. The article presents the methodology of examination the efficacy of the project "50 Successful Schools" that going to be realized in Almaty region. The methodology developed as a result of the study of literature on the project evaluation, including projects in social and educational sphere. Presented methodology useful not only for evaluating above mentioned project, but also beneficial as an illustration material for development of evaluation tool for similar projects.
