The article considers the problems of declining quality of knowledge, as well as the issues of ensuring objective assessment of students' knowledge. This study focuses on analyzing the assessment system in schools of the Republic of Kazakhstan in order to identify its current shortcomings and suggest ways to eliminate them. One of the main proposals is the transition to the criterion-based assessment system, which more accurately takes into account the learning objectives and the quality of students' knowledge at different levels of learning. The purpose of the study is to analyze and justify the importance of modifying Bloom's taxonomy to introduce the "making" level in the assessment system, which promotes the development of students' creative thinking and engineering and technology skills, meeting modern educational requirements, including digitalization and STEM approaches. However, one of the main limitations identified in the study is the lack of developed multilevel test and measurement materials corresponding to the modified Bloom's taxonomy. This leads to a mismatch between learning objectives and assessment methods. As a result, the study emphasizes the importance of linking the assessment system with the level of mastery of the material and the corresponding learning objectives, as well as the need to develop special control materials that promote and motivate creative thinking.
