Ethical supervision in a scientific organization: analysis of international standards and design of the content of expertise

This article is devoted to the study of the basic norms and rules of research ethics, their observance in foreign countries, such as the USA, Great Britain, Finland. In order to analyze the prevalence of problems related to the issues of ethical consideration of the correctness of scientific research, risk control in their implementation, primary sources were mainly used. The materials were provided through queries in Google and Google Scholar search engines, and related publications and documents proposed by these search engines were also used. The article presents information from international and country associations, including those specializing in scientific ethics. Examples of accompanying documents in conducting research in different countries are given, while identical examples were not offered for consideration of different documents. The domestic experience was also considered, with the exception of organizations of science and higher education that have a special status. Based on the materials studied, a working version of the structure of the regulatory legal document for the implementation of the system for compliance with the basic norms and rules of research ethics was proposed.
