Values-Based School Leaver Model: Theoretical Justification and Design Approach

The article is devoted to the development and theoretical substantiation of the model of a school graduate based on values in education. The study used data from the international scientific databases Web of Science and Scopus, as well as the analysis of international studies, including OECD, PISA and DeSeCo projects. The work emphasizes the need to integrate values into the educational process, taking into account the increasing globalization and preservation of national cultural identity. Six (twelve) core values have been identified: Independence and Patriotism, Unity and Solidarity, Justice and Responsibility, Law and Order, Hard Work and Professionalism, Creation and Innovation. For each of these values, corresponding competencies were developed: promotion of national interests, cooperation and social inclusion, service to society, legal culture and respect for the law, labor activity and pursuit of excellence, creative thinking and and creative solutions. Modeling and synthesis methods allowed building a comprehensive graduate model covering practical, cognitive and affective aspects of each competency, based on Abay's philosophical concept of "Tolyk adam". The results of the study provide educational organizations with a framework for producing graduates who not only possess the necessary knowledge and skills, but who are also aware of responsibility, cooperative and respectful of the law. This article contributes to the discussion of the role of values-based education and offers a practical approach to developing educational programs.
