The paper identifies the need for substantive and technological modernization of management of educational organizations as a pedagogical system, scientifically and experimentally justified the role of project activities in it. The logic of management, providing transformations in pedagogical systems of new changes is defined, its organizational activity in accordance with new results of education is established. The scientific significance of the study determines the validity of the components and their relationships necessary for the development of pedagogical systems in accordance with the dialectical nature and integrity of pedagogical phenomena. In this regard, the management of the educational organization as a pedagogical system requires the organization of its structural and service components, conditions of functioning, system-forming factors through purposeful projects. The presentation of the content and methods of project activities in management, indicators and criteria for assessing the effectiveness of design, methods of developing competencies of managing educational organizations is of practical importance. In addition, an algorithm for achieving a new quality of the organization through design - a new function of management of pedagogical systems, providing in terms of development of organizational and human resources is developed. Systemic, activity, research context as methodology and research methods; methods of analysis of scientific-theoretical literature, experience and recommendations for the development of organization readiness for change through experimentation and generalization, comparison, reflection, project activity are considered. In the conclusion, the effectiveness of the development of pedagogical systems through project activities in management is formulated.
